One of my employee is threatened by an outsider upon being strict on a subordinate, what is the responsibility of HR department in this matter?

Dear Colleague,
Ignore it for the time being. If he calls up again, you as HR offer to speak to him and explain the genuine need for discipline . If he persists, threaten him with police complaint. Face him upfront.
