Before last 02 months of Maternity leave, employer has sent "Notice of Termination" & asked that they are giving two months time as notice period. The reason for termination they wrote in an email is "Termination of designation held"
Is it legal?
What actions should be taken?
What are the options available?
Whom to approach first, Factory inspector or should consult lawyer?

Section12 of Maternity Benefits Act is relevant here.
Termination of vacancy is an excuse to terminate employment of pregnant lady.Consult the local labour office with full details and then take up matter with company through a labour advocate.
