If he travels outstation in Gujarat, then the petrol bills can be considered for reimbursement. However if the person is stationed in Mumbai and travel locally for official purpose, then he cannot claim reimbursement by producing the petrol bills from Gujarat.

Have you spoken with the employee and asked explanation as to why he has submitted a bill from a petrol filling station from Gujrat? What is his take? Has he claimed the complete amount as per the bill or he has claimed the partial amount?
