What is the method to fix min wages for an employee having more number of years of service vs a fresher? Please clarify.

In Maharashtra the minimum wages are not linked with years of service. They are same for all falling under a skill type.

Can you specify as to what do you mean by fixing minimum wages as the minimum wages is fixed by state & central Government and I presume that you are well aware of this fact.
In the Companies where there is a defined wage structure with grades linked to skill of the employee and the skill & experience required to handle particular job it is simple.

In Maharashtra the minimum wages are not linked with years of service. They are same for all falling under a skill type.
However you are a liberty to minimum wages+ for employees with longer length of service.

In Maharashtra, minimum wages are reviewed periodically by the Committee constituted under the Minimum Wages Act.( 5years). for the specified schduled employments in the Act. The minimum wages so finally fixed relevant to skill level is applicable for starting wages and does not reflect experience level. You are free to fix wages for experienced workers higher than the minimum based on industry practice and bargaining.
