I have received a CTS offer letter, but due to some reasons, I am unable to obtain a resignation or relieving letter at this time. I will only be able to secure it after 45 days, whereas I am required to join within 30 days. Could you please advise if Cognizant HR would consider accepting my joining without the resignation or relieving letter, with the condition that I submit the relieving letter within 15 days of joining? Alternatively, is it feasible to delay my joining by 15 days for the team lead position?

If you have the HR authority in context, a validation that you will receive the relieving letter within the specified time frame (45 days) will most likely be accepted without much trouble. The issue here is about the resignation letter, and I don't see any plausible reason why you cannot obtain one.
You mentioned that you are joining CTS as a Team Lead. I believe that at least one of your in-person discussions would have been with the Senior Resource to whom you will be reporting. Now, all you need to do is compose an email to HR and include the Senior Resource in CC. In that email, try to clarify your current situation with the previous employer, and if possible, include an email from their side where they confirm the process of accepting your resignation and providing the relieving letter.
