Hope you are aware about the difference between Performance Appraisal and Performance Management System (PMS).
If you have just 15 members then you may have PA manually too. Focus of PA is on measurement and within measurement whether you measure what deserves to be measured. Software can only assist you speedy work. But then for a 15-staff company, it is worth considering whether you need investment on software at this stage.
Start conducting PA manually, let system stabilise and then switch over to software. The important point about PA is that it concentrates only on the individual performance.
