Well, I appreciate your efforts.

It is not possible to guide you or train you on English over this thread, however can give you some guidelines. English communication can be broken up in 1) spoken English 2) Written English

Lets start with spoken first.

First of all continue reading English newspapers and also refer dictionary (keep one handy with you all the time, you do get pocket size dictionaries in the market) for all the words you don't understand and try using them in a sentence. Make an habit of this. Watch English news channels. It will be equally impactful to listen someone talk. Get cue cards from the market specially meant for vocabulary and start playing with them. Refer all the words and use them in sentences. Do some internet research on grammar. You can also refer online grammar training. Will you be able to join English learning classes?

Using proper punctuations are very important, they give different meaning if not used properly. This guidance is also available on internet as to how to improve on written communication. Once you are proper with spoken English then writing in English shouldn't be a problem. Only writing etiquettes will require some focus.

At the outset let me tell you that the problem you have shared is quite commonly encountered by many people. However, very few people take proactive steps, like you have done to make an effort to tackle the problem by seeking help. In addition to the suggestions given above, I am sharing my thoughts on how you can work on getting quick results and improving your English Language Skills.

To learn any language you have to first understand the rules of grammar of that language. This will enable you to think, speak and express yourself correctly in that language. To be an expert you will have to expand your vocabulary and keep learning new words, phrases, idioms, proverbs etc. So initially you must focus on the grammar and this may take some time. The English language has many exceptions to the normal rules of language which makes it complex. The good part about English is that unlike many other languages all inanimate (non-living) things are neutral gender so you do not have to by heart the gender of various inanimate objects.

It is essential also to remember that for anything you do in life, a clear goal /vision, adequate motivation / enthusiasm, hard work / discipline and the ability to take risks/ challenges are critical attributes. What you also require are the key attributes called 'discipline' and 'enthusiasm' with which you can achieve anything you want.

Your enthusiasm is the reason you wrote in to us.The next test is to be disciplined and follow the suggestions given here.

1. My first suggestion is to read aloud as much as possible in English ALOUD. A standard daily English Newspaper and the Readers Digest have very good reading material. If possible record your voice and listen to it to know the areas the sounds, words and alphabets that give you trouble and on which you need to work. If possible read aloud to a friend who can give you his/ her feedback based on which you can work on improving your pronunciation as well as articulation.

2. The mother tongue influence is a problem for many considering that very few of us are native English speakers. To reduce that, make more English speaking friends and make a determined effort to speak only in English, even if you keep forgetting words, or tend to stammer or your friends tend to laugh at you. This will require a lot of will power but believe me you will soon improve. If someone corrects your pronunciation donít take offense, instead be grateful that he/ she is helping you correct yourself.

3. I would also suggest you try to learn at least 3 -5 new words and look up the meaning in a dictionary. then try and use these words in your daily work and in your communication to improve your vocabulary. Find synonyms for words that give you trouble and use the synonyms where ever possible.

4. If you still feel that professional help is needed then you will have to attend English speaking classes

5. Finally, if you can, do visit my blogs listed below regularly and try to learn the new words in it and also be inspired by it. Try to read the blog content aloud and you can be sure it will be worthwhile since the blogs have a good response from the readers.

Being an HR and doing HR activities are not an easy task for all, especially we need to use everywhere as the corporate English, formalities, to follow as regular protocols, i can suggest you to learn English as well as HR activities which normally most of the companies wont take as serious, i don't suggest you to join a degree now but learn the things which could be useful for HR related activities in your company, As of my previous reply mentioned you have to follow the points mentioned as soon as possible with in the time scale, i also recommend don't manage the things please ask someone who close to you like colleagues, sub-ordinates in the team for assistance, finally subject knowledge is important to work but we need English, communication to prove that we know the work and do the work.
You too require some sort of improvement in English. But you seem confident, and I think confidence is the key to success.
One of the common mistake people make while writing in English is using 'i' (referring oneself) no matter where in the sentence you use 'I' referring yourself, it should always be in uppercase. For eg: I have to leave. Can I join you? we are working on that but I will still have to keep reporting.

Your regular reding habit of English newspaper would help you improve your English without any doubt. The only thing you need to do is to keep a dictionary near you while reading the paper and check the meaning of the words on which you get any doubt. That may help you improve your vocabulary power also, which is quite necessary for improvement of English speaking or writing.
Also do one more thing, initially try to speak to some selected people in English, who may not make fun in finding fault in you if you happen to use some wrong words while speaking. Also, try to reply in English at least when someone asks you anything in English language. But, while speaking don't be afraid of the likelihood of your using wrong English words. You will automatically realise that some wrong word has been uttered by you, which you can rectify instantly or may become cautious about the instance of using that word wrongly. Also don't shy of using a mixed up language by using some Hindi words, if you feel any difficulty in remembering appropriate English word on any occasion when speaking in English. All these may help you to correct yourself on continuous basis.
HOWEVER, always remember that practice makes a man perfect.
