Hi
You are rite. Communication plays vital role for HR position but at the same time even technical skills are much more important for HR position. If at all you are strong in HR skills then you have to try & develop communication for certain level.
You can keep reading English papers, watch programs related to English & better keep speaking in English with friends & colleagues where in it will improve the communication level & reduce the gaps.

Think of speaking English as any other practical skill - like driving, or swimming or playing chess or singing.
How do you get better at driving? Or swimming? Or playing chess? By practicing.
So also for speaking English.
You may learn traffic rules by reading papers and manuals but that won't help you drive in a crowded market or on a highway.
Similarly, you may learn the difference between a gear and a steering wheel by watching others drive but that won't help you drive yourself. For example: Can you drive a bus just because you have seen the bus driver driving so many times?
Point being - "reading" and "watching" won't help you do it. You need practice and the right practice at that - with someone who can spot your mistakes and correct you.
If you have time, maybe you can form a practice group with your friends to help each other build communication skills through practice.
Get the best practice you can - that's the only way that will work.

Hi Tanvi, You can attend classes which help you improve english, by teaching you, making you talk, exams, test etc..
Try it. one of friend was in the same situation. but taking a right class helped him to be atleast speak well & clean normal communications.
You have other experience so this will surely help you.
Note - Dont think that you are learning english & you dont know english, Just feel that you speak good english & you know it well & then go ahead & may way with practise more..
English apne aap aayegi :)
