I recommend not looking at the performance of a software developer in isolation. On what parameters do you measure the performance of the project? The performance of a software developer is part of project management as a whole.

Performance Management System (PMS)

Secondly, as mentioned in your earlier query, you need to institute a comprehensive Performance Management System (PMS) in your company. Unless you have a very standardized process, it will not benefit your organization as a whole.
