As far as I know, teachers are not considered workmen under the ID Act, and they cannot raise a dispute before the Labour Court. Except for the POG Act, EPF Act, and ESI Act, the applicability of other laws is doubtful. However, they can go to civil courts if the contract is violated.

I do agree with all the valid suggestions given by the expert. Since it is a very small city, it is very difficult for you to go for legal action. That requires time and money, which I don't think will be advisable for you. The best way is to go to the local police station and lodge a complaint against the principal. Though it is not in their jurisdiction, they will definitely help you, as it is an injustice. Try that; I am sure your problem will be sorted out without spending a penny.
If this does not work out, then you have to approach the Board of Trustees. Inform them that if they do not clear your dues, you will go to the media (press). I am sure they don't want their school image to be spoiled.
The actions I have suggested are harsh but result-oriented.

As it appears, you have retained all documents with you, such as the letter of appointment, pay slips, your letter of resignation, and other related documents. You should take up the case with the District Inspector of Schools. Meet him personally first, explain your case seeking his guidance and help, and act accordingly. If he does not provide material help, please take up the case with higher-ups in the Education Department. Meanwhile, also locate the nearest office of the State Labour Officer through the local Labour Inspector and seek his guidance for filing the case against the management of the school under the Payment of Wages Act.
