As far as the relocation policy is concerned, each of your queries is well in place, but the applicability of the same depends on the employee being relocated, such as their designation, post, type of relocation, etc.
Then coming to your questions:
1. How do we go about with the immediate family of the employee? Do we have to bear their conveyance also?
In case the relocation is for a longer term, then the employee would wish to take his family along; therefore, the company will have to bear the family's expenses on one side.
2. Does the company take care of the house deposit, monthly rent, and the brokerage also?
If the company has the policy of providing accommodation facility to its employees, then the above areas need to be taken care of by them. If there are no such conditions accepted, then the company can decide on a case-to-case basis. Otherwise, it is not necessary for the company to bear these costs.
3. How do we go about with the extra charges towards luggage?
If the relocation is a one-time affair, then the company will also have to take care of the packing and forwarding charges of the employee's luggage. However, the organization can set an upper limit on the amount for each category of employee based on their level of work.

I am working in the service industry for consumer durables. We have technicians who are transferred from one place to another within India. The following is the relocation policy in brief:
Transfer can be a request transfer, regular, or disciplinary transfer. The quantum of benefit depends upon the type of transfer. A request transfer is usually to the hometown of the employee. Regular transfers depend on business exigencies, and disciplinary transfers are for poor performance.
Leave for Transfer: This depends on the distance and type of transfer. Leave can be a minimum of 3 days and a maximum of 6 days for relocation.
Reimbursement of expenses: Half truck load or full truck load, depending on the type of transfer and the recommendations of the Regional Manager. If transfers are rampant, it is recommended to go for a logistics partner who will cater to all India movement in terms of packing and forwarding. This will ensure fair rates and better service.
Traveling reimbursement: For Family and self, depending on the recommendations and the type of transfer. The train class is usually three-tier.
Boarding and Lodging: This assistance is given for a week so that the employee has ample time to select a house.
Housing assistance: Is paid to the employee if the transfer is away from the hometown and a table is prepared depending on the class of the city. All the metros are termed as A-class along with Ahmedabad, Hyderabad. All the state capitals are clubbed into B class, and the remaining towns come under C class.
At times, the additional burden of securing school admissions for the children is also borne by the company.
In the case of a disciplinary transfer, a performance review is done after a year, and if found satisfactory, then the transfer is revoked.

Below is a relocation policy which I have. Maybe this might be useful for you.
Resettlement and Relocation Policy:
All out-station employees joining the company and existing employees transferred by the company from one city to another within India shall be covered under the Resettlement and Relocation Policy.
The entitlement under Resettlement and Relocation Policy varies for the following categories of out-station employees:
Lump sum / All inclusive
Grade In Moving Alone With Family
M1 Rs.6,000 Rs.10,000
M2 Rs.8,000 Rs.13,000
M3 Rs.12,000 Rs.20,000
M4-M8 On Actual cost, subject to prior concurrence with Head HR On actual cost, subject to prior concurrence with Head HR / Business Head
The above amount is payable for inter-city travel and related expenses on account of boarding, lodging, and brokerage. 50% of this allowance shall be payable upon joining and the balance within 7 days of joining the workplace.
