Two issues have been raised in this query, one is non attestation of Forms, second is less amount shown in the online record of PF office.
My views are-
Er. is statutorily bound to attest or return the Forms with in 5 days of the reciept, otherwise,on complaint, Er. can be prosecuted ,
Ee can get the Forms attested from his Bank Manager or other authorities as mentioned in the Forms, and submit the same to PF Office ,in case the job was left before the expiry of one year from the date of submission of forms to obtain whatever amount is shown in his account.,
Ee must ensure that amount shown in account if related to EPF as amount of EPS is settled only if the service is less than 10 years.
In case of any doubt relating to no deposit of full amount, Ee can file complaint with RPFC.
It's always better to get the amount transferred to new estt. If joined, so as to have continuity of EPS benefits.

Nice to meet you. I suggest you that why dont u go for funds transfer through Form 13 (R) which is available with your existing employer, so that your service will be continued without break.

I think you are working in other company and also a member of EPF/FPS. Why you do not transfer the EPF/FPS amount to New PF Account ?
Please fill the Form No. 13 and submitt the same to you PF Office duly attested by the present Employer.

procedure is the same .You submit the Form 13 in your present PF office Delhi North/ delhi South/Laxmi Nagar, through your present employer.
Fund can Transfer internal office, regional office or any PF office any where all over India.
