The Central Government has its own rules, policies, and procedures. We cannot interfere with their policies and procedures as doing so may result in termination of employment for the employee by the Government and may also prompt an inquiry that could potentially damage the individual's career.
It would be more beneficial and authentic for your friend to issue a letter from her own perspective rather than obtaining one from elsewhere. Therefore, I suggest that your friend either speak with her superior directly or draft a letter herself (as she is well aware of what needs to be addressed in the letter) to convey her concerns to higher authorities in order to request a transfer to her native place.
