I guess along with all the advice, organize a session for all to understand what your departments does for the employees.
If your dept provides value to the organization, and can be demonstrated...it will be easier for you to gain acceptance and respect.

Hi Suganyah,
I think you need to work very diplomatically to handle these people.
I will suggest you one thing " Work like a KING and show like a Joker.. means changing the colors..
You need to change your personality with differenet peoples as and when required and as they want..means if one say SUN RISES ON WEST THEN SAY " YOU ARE RIGHT SIR"...
Make sure that you are POLITICALLY right every time.
Its all POLITICS dear....

Just go ahead with Hr Policies as true HR head leader It is your duty to implement HR policies
for the smooth conduct of the organisation, just refer things it will happen, these law breakers
are going to be the best followers one day or another day. Pls record every thing through mail,
nobody should say , you have not taken any initiative, just escalate to your boss and be calm, never
loose temper, things will improve by the time you receive this mail
Never assume the doer ship just leave every thing to almighty and go ahead

The probable reason for the attitude of employees in question must be one or more of the following reasons:
The question of they are in the good book of the higher management must be because of their versatile in some orientation for, no higher up could tolerate otherwise and their solution for critical situation for the management must be an asset in the first place.
Secondly, they should have got this promotion by superceding others thanks to the penchant attitude of the higherups, which is fraught with danger from juniors in due course.
They are not taught of their functional of HR properly since the HR in pinnacle is recent development
The HR was overlooked by the seniors and thus they left this hiatus to continue.
No harsh treatment would solve the problem but hit them with their omissions (what they ought to do but did not) rather than their commissions which will warrant III party evidence who will turn hostile at times of need, and bracket them with that weapon strongly a

whether they are good in work or not that is not the issue for your case. Discipline is the vital factor for all level of staff and employees in the organisation. Notify their movements carefully and make a note of it then call them for a personal discussion and approach them in a kind manner u should be more patience. During the appraisal give your feedback about them to your seniors.
