The organization has approximately 200 employees. I am trying to normalize scores across the organization for hard raters and easy raters as the final scores will be used to determine performance dollars.

I am sorry to note that you have not answered all the questions and are very economical in providing information. For example, how many raters do you have and have you got past data? If so, for how many years?
