Hi,

The holiday on October 14, 2010, is due to the closing ceremony of the Commonwealth Games. This holiday has been declared solely to avoid traffic on Delhi roads. All offices in Delhi and NCR will remain closed on this day. The Uttar Pradesh government has no involvement in this holiday, and offices will operate as per their normal schedule, except for NOIDA.

Please see the link: http://www.govtenews.com/?p=699. A holiday has been declared just to avoid any chaos due to the marathon. Attached is the circular by Delhi Traffic Police; accordingly, you can decide.
