Dear Colleague,
you can allot internet use time(hours per month basis) for all those who has been provided with this facility. Inform these employees through circular that charges for excess use shall be recovered. Plan allotment of time in such a way that the total time should be always less than what a person uses. This will make them use the available time for co. purpose only.
You must be having a facility on any of the computer to view the cites visited and the time the site was used
keep ACE Card(provision to allow addl.time to any employee) with you.
If you find that inspite of the circular the time more time than allotted is availed by the employee, deduct the amount straightforwardly. Let the people shout. Bring the facts to the notice of management. The things will come under control.

Dear Nalini,
In an organization there must be some central server to monitor the misuse of internet or illegal activities of the employees. If not, undesirable sites can be barred even through the firewalls or anti virus installed in individual computers.

Thanks a lot for your discussion,
But we do not have any It department / employee separately;we are out sourced the hardware persons. Going for server is not cost effective.
As discussed with the hardware people, they say we cannot block the sites without server.
Can any body help how to block the sites.

Dear Nalini,
The ultimate cost of misuse of internet and the opportunity cost (indirect cost) of the time wasted by your company employees in playing games or participating in social sites would be much more than the maintenance of a central server. Just make a survey of the time wasted by them and try to calculate that cot added with the internet cost and you will find the amazing results. By maintaining a server in the control of a very senior person may not need employing a separate IT manager. Your hardware supply dealer himself would do the job and make the controller aware of the tricks how to monitor from time to time.
For more information on this aspect you may like to read the attached paper.
