Well, these are relative terms in HR parlance. However, to be precise, training is one of the processes to achieve development. The clinical meaning would be:
- **Training** is a tool/process to achieve development.
- **Development** is a change in the levels of any or all of the human parameters in an organization, such as:
- Change in the competency level
- Change in culture
- Change in performance levels
Hence, training is a tool/process, and development is a desired result.

- Acquire and sharpen the capabilities required to perform their present or expected future roles,
- Develop their general capabilities as individuals and discover and exploit their inner potential for their own and/or organizational development purposes, and
- Develop an organizational culture in which supervisor-subordinate relationships, teamwork, and collaboration among sub-units are strong and contribute to the professional well-being, motivation, and pride of employees.
