As Mr. Kapil have told first decide the appropriate Govt. & then go through the relevant Rules of that Govt.relating to Contract Labour (R&A) Act, 1970.You will find all forms in theses Rules.

Formats of all the returns are available at the city book-sellers who keeps the registers under the Factories Act. If your unit is situated at Gurgaon then you can have all these forms from Nand Book Stall, Sadar Bazar, Gurgaon.

Could u pls confirm that is contract labour's count effects principal employer in any situation...??
suppose...Principal employer has 4 contractor but total no of contract labour doesnt exceeeds 20 than does it effect principal employer ??

Dear Kapil Dev Singh,
According to the Contract Labour (R&A) Act,1970 the P E will have to take Registration Certificate from the Registering Officer as the total no. of contract labourers exceeds 20 considering the total of all the contract labourers engaged by all the four contractors but at the same time all the four contractors are not to take licence as in their individual capacity they are not employing 20 or more contract workers with them. The PE will also have to comply with the other requirement of Act & THe Haryana Contract (R&A) Rules, 1975 as regards to maintenance of records, sending of annual return etc.

Dear Kapil Dev singh,
Then in that case the employer is nothing to do under the Contract labour (R&A) Act. Moreover I would like to add one thing here that if the work which is being performed through contract labour if prohibited by the appropriate Govt. by notification in the official gazette then you are not to engage the contract labour on that particular work.

Dear All,
I want to know the ratio of contract labour engagement in any manufacturing unit in
Haryana. In which ratio or proportion we can engage contract labour in the organistion as compare to permanent labour. Contract labour act is define only the prohibition of contract labour in any organisation but not define the engagement ratio in the manufacturing unit. Haryana labour policy is also not clear about this. If there is a provision so please provide the references also.
I have required this information urgently please help me.

It is current pratice that My company is issuing form V to sub contractors which i think is not a correct pratice. As per Contract Act, principal employer will issue form V to main contractor. For sub contractors, it is the contractor's responsiblity to issue form V (Pls correct if it is not so)
Pls let me know how I can convince my Management regarding the same and also let me know if there are any legal implications of this.

If the contractors obtained the Contract Labour License under CLRA Act, 1970 for providing Security,Housekeeping services to Registered Factory under Factories Act, 1948.
From Compliance Perspective under Employment related Laws
Which Schedule Employment Wages is to be paid by Contractor - Factory under Factories Act OR under Shops Act?
Records & Register to be maintained by the Contractor - Register under Factories Act OR under CLRA Act / Minimum Wages Act.?

Dear Member,

In our opinion you are to pay minimum rates of wages as applicable to the unit where your workers are working. If your workers are working in any of unit covered under the Factories Act, 1948 & simultaneously Minimum Wages Act, 1948 & Payment of Wages Act, 1936 is also applicable then you are to maintain all registers & record relating to these Acts but without duplicacy. In Haryana state under The Haryana Contract Labour ( R&A) rules, 1975 rule 77(d) says that if registers names as muster roll, register of wages, overtime, deduction, fines & advance are maintained under this Act then there is no need of maintaining these registers under Payment of Wages Act & Minimum wages Act. Thus we have to go through all applicable Acts & Rules & maintain registers without duplicacy.
