I dont think HR outsourcing is rocket science. There are few things you need to lookout for, before making a decision.
1. The experience of the outsourcer (For how long, For how many)
2. The performance of outsourcer (Customer comments etc)
3. The vision and goal of the outsourcing partner.
I have been part of the outsourcing operation, where we were handling a large workforce for a North American client. They obviously love it, it reduces the cost, and reduces the headache.

Yes i believe outsourcing is the way to go, it reduces the burden on the HR and lets them focus on core HR activities.
Anyways instead of hiring an HR professional who you will no control over in terms of competence or accountability, that is where a trusted outsourcing partner can take care of all your needs.

Thanks all of you first and our company is in Macau. Here is some of my idea.....not propose to my boss yet.....please help to advice that I am out of the track or not.... thanks.
Recruitment:
- HR Manager x 1 (experienced)
- HR Officer x 1
OutSource Jobs:
- Policy & Producres Design
(Just a consultant service, help to build up the company policy)
- Attendance & Absent Management)
(Just keep track and report the employee daily clock-in/out status)
- Payroll
(....no idea on this...but I know it can outsource)
- Employee Personal File
(Help to scan in soft copy, ensure and chase all the P-file's record is correct & no outstanding documents. Provide an easy interface for us to call back the record)
- Leave management
(Help to update & maintenance Leave records, provide interface that easy to check by the employee)
- Compensation & Benifits
(....no idea on this...can it be a outsource item...)

Yes Ben whatever you have mentioned can be outsourced where in Macau u work might visit sometime next year on my way to singapore....I can work with you in Macau :-) .........

As per my opinion you can not outsource the HR services.
On the whole a hr professional works with and for other human resources within organisation.
How an outsider can do the performance appraisal?
How he/she will assess the requirement of motivation?
How an outsider can read the human resource nature and behaviour without spending day to day time amongst them?
How can an outsider think about the employees development and organisation development?
What about the welfare, grievances and other employees day to day basis issues?
On the other hand you can outsource Recruitment, Training and related development, Any kind of change etc.
PF-ESIC and other compliance are the other terms, which you can outsource to deal with the legal departments.
Hope this will give you a brief idea.

Dear Friends
I dont think HR should be outsourced,because the company will have to bear more expences than what they would have paid to their own HR emplotees,and there will be any indisciplin how the agents will manage,these are all bogus things
