It depends upon the company's policy. There is no legality involved in this. But usually the company provide OT to motivate the worker's for attending the training programme. But it is totally on the mutual agreement with the workers, it become more important if there is any Trade union, Works Committee.

thanx for your reply, in my case i do not have union committee as i dont have any union, but now a days workers are asking for OT. In this case mangnt is asking to reduce the training progms for workers.

You can just reduce the number of hours for the training programme, and also change the way of training.
Like other people are doing in their units .... Most of the training programmes meant for the workers are of short duration say for 1 hour duration and it is provided half an hour before the conclusion of their shift and they are retained for half an hour. In that way production is also not lost and workers are also happy not to ask for the OT.
During that training period serve them Tea and Biscuits.
