Dear Tapan,
You will have to refer to the special benefits given by the government to the particular zone. If nothing is mentioned, then there will be no difference in the applicability of labor and industrial laws. For example, if it is a factory, then all provisions of the Factories Act will be applicable along with PF, ESI/WC, Contract Labor (Regulation & Abolition) Act, Minimum Wages, and other relevant statutes.

That's true. Every central Act starts with the 'Applicability' section. It generally states 'this Act is applicable to all states, including/excluding the state of Jammu and Kashmir.' Then, the powers are delegated to state governments to exclude (in the case of labor laws) any 'industry' from its ambit. Therefore, unless specifically exempted by the central or state government through a notification, the labor laws will be applicable to any industry, even if it is in an SEZ.
