For a example X is company who hires a security agency for security guard and the contact is done by X and the agency and paymentand all being done by bill directlyto the agency. So the agency employee are eligible to get gratuity or not?

Yes Gratuity is applicable to Security Guards as well. It is the responsibility of the Security Agency to release Gratuity and not the responsibility of the Pricipal Employer where Guards are posted for work.
