Dear Arlene,

From your query it seems that departmental Mangers are not abiding by the rules and regulations of the organisation.

Punctuality starts all the by products of discipline. If Managers are not punctual on their duties,how we can expect their subordinates to be punctual.

You please convince them "Discipline starts from top". Try to understand their problems and find out the reasons. There may be genuine reasons but they must not be on daily basis. They are managers,handle them with proper care without hurting their egos.However put the discipline at first.Make them understood about the adverse consequences of such habits.The persons who are not punctual on their duties considered to be of casual approach towards their duties.Try to counsel them about this.This will take some time but surely you will get rid of this problem.

You may initiate daily late coming reports and sign them from HODs. Daily poking and reporting shall give good results to create and maintain discipline in the organisation.

As already pointed out by Ramesh, punctuality is an important aspect of employee discipline. One method of ensuring punctuality is to reward discipline. Some organizations do this by giving 20 % weight to 'Discipline' in their performance appraisal system. They define 'Discipline' as a sum total of punctuality, dress code (where introduced), defiance of authority & adherence to company rules & policies.

Dear Arlene,
I take this opportunity to appeal to all members to give enough information about the scenario and the intensity of the problem. For example, how large is your organization and how many departments are there and how many mangers do not come to work on time? Do they work beyond the office hours on a regular basis and, if so, for how long after normal working hours do they stay at work?
I am not in the habit of making general comments when insufficient information is provided. Hence, I raise questions. Please excuse me.

Hi Simhan,
We have five (5) Mangers ( HR Manager, Purchasing & Logistics Manager, Sales & Marketing Manager, Technical/Operations Manager and Finance Manager. Our office hour starts at 9:00am-6:00pm Monday- Friday normally all this Managers arrived at past 9am-10:00am but they leave the office at 10:00pm.

If they are working till 10pm instead of working till 6pm, where is the problem? Have you enquired from them why they come late and go late? As a manager, I used to be 15 to 20 minutes early to work but left work on time, even though some workers were working on overtime. I was not paid overtime.
Have you got workers working on shifts, if managers are working for nearly 4 hours after the closing time?

Hi Simhan,
Well, our principal office in Singapore raised the issue about being late of the Managers but all Managers even if they are late or not still stayed in the office beyond 8hrs. Thus, it seems that they want to compel all the Managers to report on time by asking me to give my propose action on the matter.
To answer your inquiry, we only have one shift which 9-6pm but normally staff are having their overtime because of the bulk of works. I have spoken to some of them regarding of their late arrival in the office and they told me the usual reason like traffic since it's very unpredictable here in Manila.

even if people are coming late and working 2hrs more then such people should be left, no action should be taken , population has increased , buses are more crowded , traffic jam and rain are main reason for being late ,manager every time be insulting the employees for being late since for them all privileges are available ,when they will travel they bus then they will come to know
