Hi,
Definitely a challenging task. Some of the generic steps could be :
1. Study what systems are currently being followed and what are the statutory gaps existing.
2. Close all statutory requirements on priority.
3. Understand key business requirements and where HR needs to play a role in order to achieve that goal, so that in the short term also, you are able to make an impact. For ex: it could be a critical position you are able to fill. Use that to build trust and confidence within the organization.
These are only pointers, we need to understand the organization better to be able to provide any solution.
You can contact me at 022-42957577 if you want to discuss further. We run an organization which helps SMEs develop and implement basic systems and processes.
All the best,

I too agree with Mr. Santhi Krishnan.

Start to allocate employees gradewise, branchwise, dept-wise, JD wise..Then understand how many employees are LIVE working in the office. Update all employee data such as ..contact numbers, address (Correspondence & Permanent), Date of Birth, Date of Joining, Salary (Basic, HRA, Conveyance, Sp. Allowance, Other Benefits etc., Prepare a formal data base where all employee data is saved like, nomination of employee for PF,experience, Educational qualification..etc.

Then go ahead for preparing policies & regulations. like leave, Petrol Reimbursement, Medical Reimbursement, Mediclaim, HR Manual, Induction PPT, etc.

Next step..move towards..Performance Appraisal.

Understand the employee requirements like training and development required in area of work.

Inform Management about employee satisfaction and requirement like promotions, Increments, Commission, Training etc.

Prepare MIS in terms of how many recruited, left, What is Current CTC of all employees, How many transfers, How many claims got processed etc.

Send Birthday Greetings, Anniversary Greetings, Diwali Greetings, Christmas etc.

Regards
