Hi Rachana,
You can send him an Birthday Email in morning at the same time display his name in notice board and welcoming him/her with a Rose along with his Boss /team and some senior management /cross functional .
you can do some celebration on lunch time by requesting other members to bring some special food - to get it fit in your budget or say cake cutting if it comes in your budget
along with some kind of entertainment
Also you can mark his birthday with some kind of celebration calling it as red day/pink day etc where everyone can be requested to wear that color.
In the evening you can request team to drop him/her

Hi Rachna,
We sent birthday cards of the particular employees to all of them in different locations thru a common email id and hence without spending anything we make that guy special. Also we celebrate at the end of the month locationwise of all the employees whose birthday falls during that month.

Hey Diana,
You idea is very cool....excllent suggestion.
Hell Rachna, adding Diana :
You know that in our Logistics field, we have all kind of staff, right from 10+ to MBA. Each employee has a different taste. One which an Executive might appreciate our Doc workers and CHA worker won't like it at all. I had millions of complaints and sarcastic comments. Distance really makes it difficult to celebrate all the birthday.
So, what I had done was to send an e-mail on behalf of our Partners and GM from their own ID. If the doc worker does not have e-mail ID it was marked to their reporting manager. Also we had posted resp staff photos on our company employee section website of those celebrating birthday.
The message sent by all the GM from different location and our Partner's had a tremendous impact.
Hope this helps.
