Dear Vikas,
As you go into the genesis of evolving of HRD function, various overlaps can be seen between all three areas - IR, Pers and HRD and also admin; it is inevitable. Hence you will see lot of companies combining all or at least Pers and HRD. Point to emphasize is that there is a HRD focus in all activities, and by assigning them to another category, importance cannot be relegated. E.g. Recruitment is evolving from pure admin/pers function towards HRD by incorporating concepts of Competency mapping, behavioral interview, brain mapping etc. However, certain basic aspects of rect. like job posting, resume searching and shortlisting, scheduling etc. remain purely admin activities.

Your words are realy true. Nowadays, Recruitments & Selection is shifting to HRD from Personnel. But what i have found, HR structures seems to be contradictory. Recruitments is one point of contradiction.
