I just switched the organization,i worked for the previous organization for more than 2years,due to some problem between me any Ex-employer they refused to sign myProvident Fund related documents, my previous organization have there own group of trustees which is located in mumbai , is it possible for me to submit that documents i e form No 19 and 10c directly to the trustees office without employer signature.What is the procedure for that.Please help me out if ex-employer declined to sign on the Provident Fund documents??

You can submit the withdrawl forms and attach a letter stating that your ex employer isn't signing it and so ask them to get it signed from your employer.State the reasons for the employer not signing it.

Dear Mr. Sharma,
As such you had worked with exempted organization your PF will be processed through the trustee which is been approved by the central govt. and EPS will be processed through the RPFC office. The PF & EPS numbers you can trace from salary slip and accordingly you may contact for EPS to its respective officer at PF office. You may also get it signed through some of approved institutes and banks when Employer doesn't sign these forms.
For Form 19- you may submit trust stating the reason of not signing forms by the Employee (said by Nishit)...
