I like to add some additions in Mr. Chander's quote,
For the employees who were on leave without information.do not deduct their days without varification. If they are habbitual for this then deduct same days for he/she absent without information

Sharma Ji,
You need to identify the employee(s) who are repeatedly late. Taking an action against them will give learnings to them & lessons to other + satisfaction to regular timekeepers.
Imposing fine is not at all an approach of HR. Other than that floating a good attendance policy will also work out the situations pretty well.
I believe, you also need to understand the reason of late coming ???
If it is a case of mismanaging Work Life Balance...you can definitely help
If is a case of attitude...you have the right to take an action against them.
Hope this post will help..

First tell me WHAT THE COMPANY'S STANDING ORDER or RULES speak about this late comings and adhere to that.
If you decide to act on your against the rules of the company, it would be termed as violation.
