Good morning! I am in the process of preparing a travel policy. I would appreciate it if someone could provide valuable inputs on the following:
a) List of A/B/C class cities in India?
b) The approximate charges for lodging & food in a decent hotel in these cities?
c) Any special provisions for female employees traveling alone at night?
d) Any special provisions for employees arriving at midnight?
e) Are local traveling charges from residence to the station and back reimbursed based on per km or actuals?
f) Are outstation intercity traveling charges reimbursed based on per km or actuals?

Dear Amrita,
Attached, please find the details that might help you out. There should be a special provision for females from a safety standpoint, whether it's day or night. Midnight or later, there should be an expectation that he/she can commute as per convenience.

The point-wise reply is as follows:
a) The central government has classified all cities into A, B, and C categories. The same classification can be adopted.
b) The employees can be divided into two categories:
1. eligible for lodging and boarding expenses
2. not eligible for lodging and boarding expenses
In order to restrict the expenditure on this account, limits for the eligible employees as per the city classification above should be applied.
c) No special provision for women employees is required.
d) The day should be reckoned to start from midnight to midnight.
e) Local charges should be reimbursed on an actual basis.
f) The eligibility of employees to travel outside local limits should be notified by category.
I would like to add that traveling beyond the outer limits of the city should be treated as outstation.
