As per factory act Inward & Outward Register is mandatory or not ?

Though there is no such register as per the Factories Act/Rules, registers that control the entry and exit of people are mandatory as part of safety.
Movement Register
If you mean to say a Movement Register or a register of persons entering and leaving the premises, then it is always good to have it. The register of employees/attendance register will give you an idea of who is employed on a particular day, but it will not provide any information about visitors, vendors, and others who have come to the factory for transactions. In case of fire or any other mishap, we should have a record of who has reported to the assembly point and who might be trapped inside the factory, right?
Inward and Outward Register
If by Inward and Outward register you mean the movement of materials and assets, then it is also necessary since it will show exactly what has come to the factory and what has moved out. Along with such a register, a register to record items sent for repairs and returnable items should also be kept. These are required for auditing the stock and assets of the company.
