So, the new company I am about to join has this policy - The company can hold the salary if I have an unplanned leave and am out of contact with them for more than a day. Is it legal?

It might be wise to reconsider joining that company. Avoid organizations that treat employees like slaves. Many companies see employees as valuable assets that contribute to generating income. The company you are considering seems to fall into the category of those that believe they exist solely to meet your needs or that employment is offered because you desperately need it. This is not the reality. Employment should be a mutually beneficial relationship where both the employer and the employee need each other. Therefore, it's best to decline the offer. If they contact you again, you can candidly express that you were not impressed with the company's HR climate.
