First of all, you should ensure that you are eligible for a higher pension. The basic conditions are:
1. You should be in service as of 1st September 2014 and not have joined later on.
2. Your employer should have contributed to PF on a salary above Rs 15,000.
3. The higher contribution should still be continuing even today or if you retired after 1st September 2014, until that retirement.
If you satisfy the above conditions, you can submit an option through the online portal. However, the online portal is not currently working. In such circumstances, you can provide a joint option—a declaration signed by you and your employer stating that both of you have been contributing or have contributed to PF on a higher salary. If you are still in service, confirm that you will continue to contribute on a higher salary, along with proof of such contributions, offline.
The EPFO personnel may refuse to accept it, but you should insist that they do so. I have had a similar experience in one of the offices in Kerala when I presented a joint option for about fifty employees. Initially, they refused, but upon informing them that I represented fifty employees and if they continued to refuse, all fifty individuals would visit the office, potentially leading to a law and order situation, they accepted it. There is also a court verdict stating that in the absence of an online link, the EPFO should accept the offline joint declaration/option.
