In a government department, a contractual employee is getting an annual raise after completing one year of service. If a contractual employee remained on E.O.L. (without pay leave), should his annual raise during the financial year be postponed due to the leave without pay, or is he entitled to the annual raise from the due date as usual?

Increment Policy for Contractual Employees on EOL

This would depend on the rules on the subject or the terms of appointment. Generally, in government service, when an employee is appointed and if the employee happens to be on EOL on the date of completion of one year of service, then the drawal of increment is delayed accordingly. If there are no rules or policies on the matter regarding contractual appointments, then the provisions regarding regular appointments can be applied.
