Handling Notice Period Disputes
If an employer is not willing to support an early release and is imposing the notice period clause, even if the exiting employee is willing to buy out the notice period, what are the ways and which forum can support in case of such inhuman practices?

On the part of ethics and terms of employment, the service of a notice period has a rational and definite objective behind it. However, it may be substituted with notice pay in lieu. In your case, you may tender resignation if the separation from the services is so urgent and intimate the current employer to make up the notice pay from your outstanding. Alternatively, if desired by the current organization to be paid separately, it can be paid by you. But after tendering resignation in writing along with the option to make up for the notice period serves the purpose.

Shubhendu, according to HR policies, one cannot exit by just paying an amount. Operational Management has their say in this since HR would always circle back with them.
Practical advice
Please try and reason out with your Management amicably as to how soon you can be released and if you can bear the shortfall in the notice period with an equivalent pay.
If Management doesn't agree with you, please be prepared to serve the full notice period.
