As this was also eerily raised here, seniors, your reply, feedback, and suggestions are required. When an HR professional steps into a senior position in HR departments, what should be his/her vision?

The HR Head should get into a "Helicopter View" of the Department. His/Her role should be strategic. A clear understanding of the Company Vision, Mission & Values is very important for the role. The questions he/she needs to ask:

1) What is HR doing to realize the Company's Vision, Missions & Values?
2) If HR is doing point 1), what are the measurement parameters for that?

Overall, a relook at the HR Dept./function as a whole and to transform it fully (if required) and rewrite the HR Dept.'s own Goals/Mission/Policy/Culture in alignment with the Overall Company's Business Strategy.
