If there are two unions, one is recognized, and the other is not recognized, the second union will complete one year after January 2019. The recognized union provided its charter of demands this month. Is there a right for the second union to participate in the talks after completing one year?
The recognized union has the mandate of submitting the 'charter of demand' which has to be considered. There is also a possibility that the other active union, not recognized though, may submit their own 'charter of demands'. There is no bar on allowing the second union to take part in the negotiation. However, the settlement agreement should necessarily be signed by the recognized union, whether the unrecognized union signs the deed or not is immaterial.
