Who is asking for the character certificate and why that employee is asking? What is your designation? Are your from HR or from some other department. While raising a query, or for providing basic information, you could have been little less stingy.
If any employee approaches for the character certificate, then you may tell him/her that you can issue only the workplace conduct certificate. Character is made up of attributes that determines a person's moral and ethical actions and reactions. Since employers do not know about employee's off-duty actions and reactions, they cannot vouch for it.
This certificate can be like any other normal employment certificate. Just add one more sentence that employee's conduct and deportment at the workplace is good. Lastly, mention why this certificate is being issued.
