Could anyone please clarify whether the PMRPY scheme could be made applicable to a Manpower Supply Contractor who serves different clients?
In case a contractor eligible for the scheme experiences a drop in employment numbers from the reference base, the condition that the establishment will not be eligible for the scheme in months where employment is below this reference base is correct and valid. This variation often occurs suddenly for contract manpower supply.

One of my friends' establishments has 60 employees in two units. It falls under the general engineering industries. They have not registered under the Factories Act but cover all employees under EPF and ESIC. Can they register under the PMRPY scheme? What will happen during an inspection?
Kindly advise.

He can recover from bill if he knows. Make sure of the benefits of PMRPY scheme. When we make a challan of EPF, then the beneficiary amount is automatically deducted when we make a payment. The contractor only gets a service charge, the rest of the payment is all paid by the principal employer.
