Industries under Central Government Jurisdiction
Besides Central Government Public Sectors like banks owned by governments, BSNL, BHEL, Coal, Railways, and the Insurance Sector, the licensing of some industrial sectors, e.g., the Telecom Industry, Petroleum Industry, and some mining industries, are exclusively controlled by the Central Government. Accordingly, such industries fall under the jurisdiction of the Central Labour Commissioner.
In the Constitution of India, you will find three lists: (a) Central List - This mentions departments exclusively controlled by the central government, (b) State List - departments exclusively controlled by the State Governments, and (c) Concurrent List - where both the governments have authority. You can find a reference from the Constitution of India.
