What penalty is going to be imposed for employers not maintaining registers as per the format? As of today, the fine value is only Rs.1000/-. What does this show? It should be a minimum of Rs.50,000/- with rigorous imprisonment for 2 years as a penalty.

You may want to consider providing your suggestions to the Ministry of Labour, Government of India, with proper reasoning. It may not be beneficial to express opinions that are not relevant to the readers. For example, you questioned, "What penalty is going to be imposed for employers not maintaining registers as per the format?" Currently, the fine is only Rs. 1,000. What does this indicate? Perhaps it should be a minimum of Rs. 50,000, along with rigorous imprisonment for 2 years as a penalty.

These new rules and forms will be under the central rules, right? Each state will still follow the old rules, or does this automatically apply to all state rules and they also get amended? If this is central rules only, then it's a meaningless exercise for most employers. Any clarity on the above will help.
