I am sorry for the above text. To clarify, in my concern, HR teams provide data such as attendance, LOP, stop payment, superannuation, promotions, etc. Salary details are managed by the payroll team, so after the salary process, they distribute the payslip to the employees.

The responsibility depends on what the company management structure is. As per law, a wage slip is to be provided one day before the payment of wages or at least with the wages if paid in cash. In that case, the time office/payroll department should be giving out the payslip. If you are paying by a bank transfer, then the person giving the transfer or the HR department should be given the task.

Payslip distribution is the prime responsibility of the HR department. HR has ownership of salary data, putting this department in the best position to know the salary and time details of employees used for salary processing. The distribution can be a company policy.
In your case, decide who will be signing the Salary Certificate for employees for any loan requirements and Form 16 at the end of the fiscal year. The same department will be responsible for payslip distribution.

You will need to discuss this with your management to reach a clear decision on the allocation of work. It is unnecessary to create issues over this matter. I apologize if anyone has been hurt by this statement. Once the salary calculations have been done accurately and both the finance and HR departments have verified the sheet, sending out the salary slips becomes a simple click issue.
