First of all, you need to be clear about what you need. Is it an appointment letter or a JD? For any organization, an appointment letter has only one format for all employees across the organization. The only things that change are the designation, grade, department, and location. Apart from that, the salary structure may vary.

Regarding the job description (JD) of a procurement manager, you can search on Google to find some good points about it.

Hi Rachana, the job duties and responsibilities differ from one company to another. What I suggest is that you speak with the person to whom the Procurement Manager reports and establish the Key Result Areas and timelines. You can then discuss the same with the new joiner. I agree with Nipun regarding the Appointment Letter.
