I have developed a payroll software (with ESI, PF, and Factory Act calculations) which is 100% ready. I am thinking of making it web-based (online software). Should I make it online software or keep it offline (CD installs on personal computer for each customer) and sell it? I want to know the views of professionals, which version would be better and more usable?

I have provisions for database security on the server, and the offline software would be sold at full price around 10-12 thousand. The online software would be provided access for per month usage for around Rs. 400-500 per month. Which one would be better? Please help me solve this dilemma.

Online is always hassle free and easy to use. If you are marketing it to businesses, I think you should showcase online version and customize offline if they require it.
