If the company follows a matrix organizational structure, then every manager is responsible to all top managers. There are no specific responsibilities for a matrix manager (a matrix manager is not a specific job title or position). For example, if you are the HR manager and you report to the HR head, Finance head, Marketing head, and the top management, you are considered a matrix manager. Any manager who falls under the matrix structure can be called a matrix manager.
