Thank you for your reply. I have been asked to design a transfer policy for the production department. I want to know:
1. After how much duration should one employee be transferred?
2. Which positions should be transferred?
3. Should family shifting be mandatory?
4. If yes, then how much time should be given?
5. If not, then who should be exempted and by whom?
6. What should be the objective of transfers? What does the company aim to achieve from transfers? What are the advantages?
7. What care should be taken when making transfer decisions? What are the possible mistakes and their consequences so that the company does not commit errors and suffer for them?
Thank you

You have raised a lot of queries and doubts regarding the transfer of employees. I am attempting to clarify point by point as follows:
1. Transfer is a tool in the hands of management, and anybody can be transferred at any time. No specific duration is required.
2. Regardless of their position or job posts, all employees are subject to transfer.
3. Family shifting cannot be a precondition for any transfer. However, it may be considered in the case of a new appointment.
4. The objectives and advantages of transfers from a management perspective may vary, such as achieving desired results immediately by moving existing employees to new locations or avoiding industrial relation problems by transferring union members.
5. When issuing a transfer letter, it is crucial to ensure that it is signed by the appointing authority and any other authority senior to the appointing authority, not by juniors.
I hope this clarifies things for you.
