Dear Anshul,
Since your establishment falls under the purview of "Shops," the critical size of employees that you need to have on your rolls is 20. However, you can opt for the said registration voluntarily at any point in time, even with fewer employees employed for wages.
Please refer to the link http://www.esic.nic.in/Publications/FAQ_ESIC_181210.pdf for FAQs on ESIC.

Update on Employee Strength Requirement
Just a small update that, since Anshul's establishment may be categorized as a "shop" and in a distributorship, there is no "Manufacturing Process" as defined in the ESIC Act, the applicable employee strength shall be 20. A headcount of 20-10 is applicable when some "manufacturing process" is carried out.
Thank you.
