Clarification on PF Deductions for Salaries Above Rs. 6,500

The department always insists on covering all employees, even those who are earning a salary of more than Rs. 6,500/-. For instance, if an employee receives a salary of Rs. 10,000 per month, the department requires that the employee be covered under the Act, and PF deductions have to be made for Rs. 6,500 only. Please confirm whether this is correct.
