When I go through the payroll activities and what a payroll specialist does, I came to know that to be a payroll executive, you should be an expert in accounting. So, kindly clarify for me: who is eligible to apply for the payroll executive position - an MBA HR student or an MBA Finance student?

Additionally, if an organization wants to outsource its payroll activities, would it be safe for them?

The payroll process depends on the size of the company and management decisions. In some organizations, payroll is handled by HR, while in others, it is managed by the Accounts department. In larger companies, there are separate departments dedicated to payroll. For payroll, having accounts knowledge is not mandatory, but the individual should have a fair understanding of tax regulations. 
