Please guide me regarding the problem i.e our factory have fallowing ISO9001:2008 & ISO 14001 standards & not have safety standard. its is very small metallurgical company, in this even safety dept also not there but I am working as safety officer working under HR &A dept. My problem is MR of ISO is pressurising me to give safety objective for safety dept even though we don't have safety dept.

I told him that safety objective for year 2011 not applicable for safety dept as we r company not fallow either OSHAS 18001 or HSE 18001 standards and also Safety objective is not required for ISO standards like that i had argument with Management representative. SO please advice what i have done is correct? if not plse advice me single man as safety professional ( for the safety) what safety objective could be set for ISO. Waiting ur valuable Advice to overcome this problem.

Dear Mr. Vallibasha

First of all appreciating you for seeking help in this forum...

You are rightly given answer to MR... Safety Objectives not coming under the purview of ISO 9001-2008 and ISO 14001-2004...

We are also certified for ISO 9001 & ISO 14001.. In the entire process where Safety Dept. comes in role is on the Emergency Preparedness Part... Clause no: 4.4.7, ISO 14001 - Emergency Preparedness and Response... As being a Safety Officer of the company it's your responsibility to ensure the availability of On-Site emergency plan to fulfill this requirement... If not, this will be a major Non-confirmatory under ISO 14001...

You have to prepare an IMS Manual and the same must briefly mention about the roles or each dept. So if you having safety dept. just mention in brief about the roles of the dept. like fulfilling the legal requirements under factories act and preparing and updating of on site emergency plan...

Also if you need specific Safety Objectives let me know, I can share with you the same...

Dear Dipil sir,
Thanks for valuable information. As you rightly said regarding In the entire process where Safety Dept. comes in role is on the Emergency Preparedness Part... Clause no: 4.4.7, ISO 14001 - Emergency Preparedness and Response... as per this we r drafted Emergency Preparedness plan & taken approval from Factory directorate of safety & also conducting mock drill once in 3 months on various identified associated Hazards. The mock drill report sending to Factory directorate of safety, ISO copy maintained. plse now tell is this enough or as per his MR-suggestion we have to prepare safety objective for ISO. plse advice me & also i request your goodselves plse attach safety objective.

Nice to see your feedback...
You don't need to maintain anything further from Safety Dept. side for ISO 14001 certification... Safety Objectives is not at all required for the same...
Safety Objectives is given below for your reference... You can make changes according to your plant and culture and use the same:
1. To reduce the accident frequency & severity rate by creating a safe work environment
2. To create awareness on safe work methods among the employees including contractors workmen
3. Assisting and co-operating with the management in achieving the aims and objects outlined in the health and safety policy and on legal matters
4. Ensure the smooth running of Safety Management System of plant
5. Conducting periodic audits/survey of the work place to ensure a the existence of a safe working environment

Dear all,
This is regarding safety officer working under HR dept,what will be the responsibility of safety officer in such case where he is the only safety person in the entire plant,because I am also working on the same position,being in HR and working as safety person is quiet tadious job,you are reporting to such person who is not from safety field this brings to you HR work that you will not like to do because you find nothing safety in such job,or it is better to shift from such company to another that is having safety dept for future growth

We were discussing on the issue regarding ISO 14001 and about the Safety Objectives... However I am appreciating for your keen follow up of threads; which makes you come up with an observation of Safety Officer working under HR Dept...

Let me tell you my views on such situation... I can visualize it in a clear manner...

1. Don't think of give up so easily and early...

2. Your company appointed you (A Safety Officer) may be for the sake of fulfilling the legal requirement... If so you have scope of work in your company... Don't frustrate...

3. If you are working under HR Dept. or in a Full Fledged Safety Dept. under a Safety Manager; as being a Safety Officer the job responsibilities same... The work load can be shared in second and in first you have to do it individually, that in my view is a great opportunity... You can handle things independently and that will give more opportunity to learn things and you can sharpen your skills...

4. If HR Dept. assigning you jobs that of HR Function, if your company so demand it, do it... But when you get an opportunity to do the job related to Safety, do it in such a manner that all the top management realise it... If you do work it will reflect... If it's get reflect one day you will get recognized in your firm and you will be given only your particular function job...

5. What all try you did to make your identity in your present company... Do something new, which your company can accept, within its budget...

6. Lastly if all the above not works, the market is open, try for a better job... But who knows what will be the situation in your new job... May be worst than your present, A worst Safety Manager comparative to your present HR Manager... Think it upon before proceeding...

Safety comes first.
Whichever Department you work, Whether or not you have OHSAS 18001, you should have safety approach.
You can have safety objectives as follows.
1. Reduction in Severity rates ( No of mandays lost * 10000000 / Total no of manhours worked)
2. Reduction in Frequency Rates ( No of accidents * 10000000 / Total no of manhours worked)
3. If you have 5S practices you can improve upon the housekeeping score.
4. You can start a safety suggestion scheme and take the objective to increase the number of safety suggestions.
5. You may take an objective of Training the personnel on Health and Safety and objectives can be no of han days / employee / year
6. You can take objectives to reduce the hazards and exposures of your employees
